blog.naver.com is Naver’s own domain. The blog owner cannot edit its robots.txt, and that file says:

This is not a setting you can change. The platform closed it.
It is your domain, so you set the access rules. We register it with Naver Search Advisor for Naver’s crawler and open AI crawlers in robots.txt at the same time. You give up neither.
You take Naver search and AI recommendation at once.

There are only a few places.
